Sure, it's actually really easy. :D I'm sure you can figure out how to do the green lines yourself, but as far as the inverted sections, if you have Flaming Pear's free "Tachyon" plug-in (a part of their free filter bundle) it'll take you about five seconds. If you don't, it'll take you about ten.

That said, select the top and bottom of the image, make a new layer via copy, invert it, and set the transfer mode to Luminance. Done and Done. :D It inverts the luminance values without effecting the color. The whole image has a blue tint to it, so that's how I ended up with that crazy white-blue hair. :D
